Andrew Smith
Education

Licensed Surveyor
Andrew has worked in the survey industry within private practice since 1983, firstly at Lawlor and Loy Pty Ltd, which being based in Montmorency provided a wide range of experience in both urban and rural environments, progressing from survey assistant, to party leader and then Licensed Surveyor.
He commenced with Terrain Consulting Group in 2004 and has been predominantly involved in the building development industry within metropolitan Melbourne.
With over 30 year’s experiencein private practice, Andrew has extensive experience in a large range of survey based activities, compiling knowledge and expertise particularly in relation to property Title dealings and subdivisions.
As part of our Terrain Consulting Group team, Andrew ensures that the client’s interests are paramount, and that all surveys are presented in a clear and concise manner.

Lorenzo Rigoni

Lorenzo Rigoni is Terrain Consulting Group’s town planning director and holds more than 30 years of Victorian town planning experience. Lorenzo initially served for local government for 11 years at different local Council’s holding various job titles such as statutory planning team leader, senior planner and statutory planning coordinator. From the year 2000, Lorenzo has been the town planning director for Terrain Consulting Group.
Lorenzo has obtained extensive experience facilitating the management of a wide range of projects spanning all areas of residential, commercial and industrial development.
He has significant experience before the Victoria Civil and Administrative Appeals Tribunal (VCAT) for representing both applicants, objectors and local government, representation at Panel Hearings (Scheme Amendments), Council meetings and community forums. His concise knowledge of the planning system, legislation and planning policy, together with his mediation and negotiation attributes provide a valuable resource in formulating positive outcomes.
Gabrielle Sesta

Gabrielle Sesta is the Major Projects Planner at Terrain Consulting Group. Gabrielle has 19 years of experience as a local government town planner and over 19 years of experience as a Town Planning Consultant for Terrain Consulting Group.
Gabrielle has worked within both urban and rural settings and has gained valuable insight into the operations of local government, particularly policy application.
Whilst at Terrain Consulting Group, her focus has been on the preparation of town planning reports, VCAT submissions, Panel submissions, Panel hearing representation and the management of planning applications relating to residential, commercial and mixed use developments of various scales.
Gabrielle’s more recent projects have included the rezoning of land at Yarraville, Nunawading and Werribee South, rezoning and future land use investigations, and multi lot subdivisions.
Gabrielle’s proven experience and practical approach has been invaluable in the preparation and administration of various applications and submissions whilst at Terrain Consulting Group.

Kevin Azzopardi
Education
Bachelor of Urban and Regional Planning (Honours) at RMIT University
Kevin Azzopardi is a Principal Planner at Terrain Consulting Group. Kevin holds over 8 years of town planning experience at the consultancy.
Kevin’s planning experience has included providing pre-application advice to clients and attending pre-application meetings with Council, preparing town planning reports and managing various planning applications relating to residential (dwelling extensions, medium density housing, apartments etc.), commercial and mixed use developments.
He is also responsible for managing Section 72 and Secondary Consent applications, assessing condition 1 plans and applying for Extensions of Time, Liquor Licenses and Existing Use Rights applications.
During his time at the consultancy, Kevin was previously responsible for the preparation of delegate reports on behalf of the City of Hume.
Kevin is also experienced at attending to VCAT matters such as lodging applications, responding to procedural items and preparing detailed written submission, and has appeared before the Tribunal at Practice Day Hearings, Compulsory Conferences and Merit Hearings.

Helena Toscas

Helena Toscas is a town planning consultant at Terrain Consulting Group. Helena has one year of local government experience as a statutory town planner and over 6 years experience as a town planning consultant at Terrain Consulting Group.
At Terrain Consulting Group, Helena has been responsible for providing pre-purchase advice and pre-application advice, attending and facilitating pre-application meetings with Council and client, preparing town planning reports for residential, commercial and industrial use and development projects and subdivision proposals. Helena has experience managing planning application throughout the planning process and attending to various other town planning tasks such as responding to RFI requests, preparing Section 72 amendments and lodgements, assessing condition 1 plans for Council endorsement, managing secondary consent applications and liquor license applications.
Helena has also managed and prepared VCAT applications and VCAT submission on behalf of developers and the occasional objector.
Recently Helena prepared a Planning Panel submission and representation at a Planning Panels Hearing for an amendment to the Moreland Planning Scheme.
Helena’s experience in local government provides her with a familiarity to the internal Council process in particular providing planning advice (phone calls and counter), how to write a delegate report and RFI letter to the applicant, how to write and assess condition 1 plans, extension of time requests, secondary consents and demolition requests.

Peter McCarthy

Peter has over 30 years’ experience practicing as a surveyor commencing work with Culliver & Sim Pty Ltd in December 1983, where he worked for 30 years. After a brief 12 month period with Heading & Associates in Kensington, he commenced work at Terrain Consulting in May 2015.
His work experience includes greenfield multi stage subdivisions, high rise building setouts, engineering surveying for major gas plants, monitoring surveys for movement in buildings, extensive feature and level surveys for school campuses and government facilities, low and high rise building subdivisions for commercial and residential purposes, tenancy area surveys of office buildings and retail centres and many aspects of title re-establishment and application surveys.
At Terrain Consulting Peter hopes to use his vast experience in surveying to assist in providing cost effective surveying services to the many and varied clients of Terrain Consulting in a friendly and timely manner whilst maintaining the accuracy and clarity of presentation of drawings and reports.

Cameron McInnes
Education
Bachelor of Geomatic Engineering (Hons) University of Melbourne
Cameron has over 20 years’ surveying experience working in both greenfield and brownfield land development.
Since joining Terrain Consulting in mid-2019, Cameron has been responsible for managing cadastral surveying matters relating to the subdivision of land, application surveys, title re-establishment, and feature and level surveys.
Cameron graduated the Consulting Surveyors Victoria Business Academy in late 2022 and looks forward to applying new business acumen skills, along with emerging surveying technologies to continually improve spatial data solutions to meet the needs of our clients in a timely and cost effective manner.

Glen Fuller
Glen Fuller has enjoyed a long tenure with Barker Monahan joining shortly after graduating in 1992. Glen is responsible for matters related to subdivision of land and buildings and has extensive experience in matters related to Local Government including Road Discontinuance, Subdivisions for Acquisition purposes and Electronic Feature and level surveys.

James Ruzic
James Ruzic joined Barker Monahan in 2012. He is experienced in the preparation of Proposed Plans of Subdivision of large-scale apartment developments and understands the principles behind the allocation of Lot Entitlement and Lot Liability in Owners Corporations.
Jesse Lin
Jesse joined Terrain Consulting Group in July 2015. He is one of Terrain Consulting Groups experienced survey party leaders.
Matthew Hutton-Thamm
Matthew joined Terrain Consulting Group in June 2019 as a graduate surveyor and had progressed in 2021 to the role of Survey Party Leader.
Callen Winterburn
Callen was a valued member of the Survey team at Terrain Consulting Group from 2009-2018 with a progression to the role of Survey Party Leader.
Following a period at a Civil Engineering survey company undertaking road surveys, civil estates such as drainage, sewer, water and gas works from 2018-2022, we welcomed Callen back to the team in August of 2022 as an experienced Survey Party Leader working on cadastral land surveying.
Paul Zhang
He is a qualified surveyor with a Bachelor of Applied Science (Surveying) at RMIT University and has experience working in cadastral surveying including title re-establishment, feature and level surveys and subdivision surveys.
Trenthan Le
Trenthan is a Survey Field Assistant at Terrain Consulting Group.
He joined the company in July 2021 and is completing his 4th year of the Bachelor of Science (Surveying) at RMIT.
Matthew Jaskiewicz
Matthew is a Survey Field Assistant at Terrain Consulting Group.
He joined the company in June 2022 and is currently studying a studying a Diploma in Surveying at RMIT University.
Madelene Scironni
Madelene has over 35 years experience in Customer Service and Accounts Receivable roles and joined Terrain Consulting Group in May 2022.
She is the first point of call to welcome all visitors in coming calls and general enquires and provides valuable admin assistance.

Rose has been a member of Terrain Consulting Group since July 2008. As Practice Manager, Rose oversees all office operations including Accounts Payable and Accounts Receivable, Financial Administrator, Human Relations Manager (HR), Information Technology Manager (IT), and part of the Sales & Marketing Team alongside Lorenzo Rigoni.
